Medisave and Government Co-Funding

Singapore provides significant financial assistance for assisted reproduction treatments (ARTs) including IVF, IUI, and ICSI. Understanding what you can claim before starting treatment is important.

Medisave withdrawal limits (per ART cycle)

  • - Cycles 1 and 2: Up to $7,700 per cycle
  • - Cycles 3 and beyond: Up to $5,000 per cycle
  • - Both spouses' Medisave accounts can be used
  • - Applicable at accredited Singapore fertility clinics (public and private)

ART Co-Funding Scheme (Singapore Citizens only)

  • - Available to legally married Singapore citizen couples where the woman is under 40 at the time of treatment
  • - Cycles 1-3: Government co-funds 75% of costs up to $6,300 per cycle (i.e. up to $4,725 government-paid)
  • - Cycles 4-6: Government co-funds 50% of costs up to $6,300 per cycle
  • - Applies at accredited public and private fertility centres
  • - Medisave can be used on top of co-funding

For Singapore citizens undergoing their first IVF cycle at KKH or NUH, the effective out-of-pocket cost after co-funding and Medisave can be as low as $2,000-$5,000 per cycle. PRs and foreigners do not qualify for co-funding but can still use Medisave.

Check current co-funding amounts at MOH.gov.sg or ask your fertility clinic's finance coordinator for an itemised estimate before starting treatment.

IUI vs IVF: Which Comes First?

Many doctors recommend starting with IUI (intrauterine insemination) before moving to IVF, as it is less invasive and significantly cheaper. However, IUI is not appropriate for all fertility issues.

Natural IUI$600-$1,2008-12%Unexplained infertility, cervical factor
Stimulated IUI$1,500-$3,00012-20%Mild PCOS, ovulatory dysfunction
