When Should I Register My Child for Preschool in Singapore?

Registration timelines, MOE kindergarten ballot dates, and smart strategies to secure a place at popular centres.

Infant Care: Register During Pregnancy

For infant care (babies 2 to 18 months), you should register as early as possible, ideally during your second trimester of pregnancy. Popular centres in desirable locations routinely have waitlists of 12 to 24 months.

Real situation: A centre that fills up quickly in a mature HDB estate near an MRT may have its infant care spots allocated for 18 months in advance. If you register only after your baby is born, you may not get a place until your child is nearly ready for toddler care.

  • Many centres allow registration without your child's birth certificate (register with expected due date)
  • Registration fees are typically S$50 to S$200 and may not be refundable
  • Register at multiple centres simultaneously to maximise your chances
  • Ask each centre for an honest waitlist position estimate when you register

Childcare and N1 Registration Timelines

For children transitioning from infant care to the Playgroup or N1 level, registration timelines are less extreme but still require advance planning.

Level Entry Age Recommended Registration Timing
Infant Care2 monthsDuring pregnancy (ideally 2nd trimester)
Playgroup / N118 months to 3 years12 to 18 months before intended start
N2Age 4 (turns 4 that year)6 to 12 months ahead
K1Age 5 (turns 5 that year)6 to 12 months ahead
K2Age 6 (turns 6 that year)6 months ahead or direct transfer

Children already enrolled at a childcare centre typically have priority for the next level within the same centre. If you are happy with your centre, ask about internal progression and whether you need to re-register formally.

MOE Kindergarten Ballot System

MOE Kindergartens (MOE KGs) are run by the Ministry of Education and offer K1 and K2 at very affordable fees (around S$160 to S$200 per month). Places are allocated by ballot, not first-come-first-served.

MOE KG Registration Timeline

  • Registration period: typically July to August each year for the following year's K1 intake
  • Ballot results announced: September to October
  • Classes begin: January of the following year
  • Apply only to one MOE KG per registration exercise (unlike private centres where you can apply to multiple)

Priority order for MOE KG ballot places:

  1. Singapore Citizens living in the same planning zone as the kindergarten (HDB estate priority)
  2. Singapore Citizens living outside the planning zone
  3. Permanent Residents

If your child does not get a place in the ballot, you can register at PCF Sparkletots, NTUC First Campus (My First Skool), or a private kindergarten. There is no shortage of alternatives in Singapore.
