Age Ranges at a Glance

Types Explained
Infant Care
Designed for babies from 2 months to 18 months old. Staff-to-child ratios are the highest (1:5 under ECDA rules). Centres provide formula or accept expressed breast milk, nappy changes, sleep routines, and age-appropriate sensory play. Fees are the highest of all care types due to the intensive staffing requirement.
Childcare Centre (Full-Day)
Full-day care from 7am to 7pm for children 18 months to 6 years. Includes structured curriculum, meals, nap time, and both indoor and outdoor play. Most childcare centres follow the ECDA-mandated Nurturing Early Learners (NEL) framework. Many working parents choose full-day childcare because it aligns with working hours.
Kindergarten / Preschool
Covers the N1 to K2 years (ages 3 to 6). This term typically refers to half-day programmes, often run by MOE Kindergartens or community kindergartens (PCF, PAP, NTUC). Some private kindergartens offer full-day options. MOE Kindergartens run from 8am to 11am or 8am to 1pm and charge significantly lower fees (around S$160 to S$200/month).
ECDA Licensing and Quality Assurance
All childcare centres and kindergartens in Singapore must be licensed by ECDA. Licensing covers:
- Staff qualifications (Certificates, Diplomas, and Degrees in Early Childhood Care and Education)
- Physical space requirements per child (minimum 1.5 sqm indoors)
