Paternity leave — did your husband actually take the full 2 weeks?

Husband is entitled to 2 weeks government-paid paternity leave. His company 'encourages' him to be back after 3 days. I'm due in 6 weeks and I really need him there for the full 2 weeks, especially if I have a C-section. Has anyone had to push back on employer pressure around paternity leave? What are the legal protections? Did your husband end up taking less than he was entitled to because of work pressure? Would love to hear how others navigated this.
