Flexible work request denied — what are my rights?

I requested a 3-day WFH arrangement after returning from maternity leave and my manager refused citing 'team culture'. I'm still breastfeeding and the commute is 1.5 hours each way. Is there a formal process I can escalate to? Anyone been through this in Singapore?
