Priority Allocation for First-Timers
To help first-timer applicants buy their first home, the Housing & Development Board (HDB) reserves at least (i) 70% of 3-room and larger Build-to-Order (BTO) flats in non-mature estates, as well as (ii) 95% of the public supply of 3-room and larger BTO flats in mature estates and Sale of Balance (SBF) flats for these applicants.
First-timers are also given more ballot chances compared to second-timer applicants.
In addition, first-timers who have had two or more unsuccessful attempts in ballot exercises for BTO flats in non-mature estates will be given additional chances in subsequent BTO exercises in non-mature estates.
Fiancé / Fiancée Scheme
Designed to help couples plan for their housing needs in advance, this scheme allows courting couples to apply for a new or resale HDB flat before officially registering their marriage.
Married Child Priority Scheme
If you are planning to live with or near your parents for mutual care and support, you will be given more ballot chances compared to other public applicants.
The Married Child Priority Scheme provides applicants who are applying for a flat, in either the same estate as or within a 2-km radius of their parents’ flat, 2 times as many ballot chances as other public applicants. Applicants applying to stay together under one roof with their parents will be given 3 times as many chances.
In other words, as a first-timer applicant, you will be given 4 ballot chances for opting to stay near your parents, and 6 ballot chances for staying together with them.
Third Child Priority Scheme
The Third Child Priority Scheme encourages families to have more than 2 children, by setting aside up to 5% of the available flat supply for parents with at least 3 children.
Staggered Downpayment Scheme
The Staggered Downpayment Scheme is designed to help first-timer couples looking to buy a new flat manage their cash flow more easily. If at least one partner is aged 30 years or younger at the point of application, first-timer couples can opt to pay the 10% downpayment in 2 stages: the first 5% when they sign the Agreement for Lease, and the remaining 5% upon taking possession of their new flat.
CPF Housing Grants (Enhanced on 20 Feb 2017)
For New Flats
To help couples with the cost of buying their first home, first-timer couples buying a new HDB flat can apply for the Additional CPF Housing Grant (AHG) of up to $40,000 if they have a combined income of $5,000 or less.
They can also apply for an additional Special CPF Housing Grant (SHG) of up to $40,000, if they have a combined income of $8,500 or less and are buying a 2-room Flexi, 3-room, or 4-room flat in a non-mature estate.
For Resale Flats
First-timer married/engaged couples buying a resale HDB flat can apply for a Family Grant of $50,000 for 4-room or smaller resale flats, and $40,000 for 5-room or larger resale flats, if their combined income is $12,000 or less. They can also apply for the Additional CPF Housing Grant (AHG) of up to $40,000 if they earn $5,000 or less. In addition, eligible families may receive a Proximity Housing Grant (PHG) of $20,000 when they buy a resale flat to live with or near (i.e. in the same town/ estate or within 2km) their parents/ married child.
CPF Housing Top-Up Grant Scheme
The CPF Housing Top-Up Grant Scheme tops up the amount of the Singles Grant to the Family Grant for Singles Grant recipients (i.e. those who had obtained a CPF Housing Grant for singles previously in their purchase of a resale flat) who subsequently marry a first-timer citizen or another Singles Grant recipient on or after 1 Aug 2004.
